The first maximum security prison, USP Alcatraz, opens housing the most violent, disruptive, and escape-prone inmates in the Federal system. Bennett becomes the second Director of the Federal Bureau of Prisons. The BOP nearly doubled in size, from 14, inmates and 14 institutions in , to 24, inmates and 24 institutions in Inmate classification and the development of security levels e.
Much of this can be attributed to Alderson Warden Mary Belle Harris who was a pioneer in unit management, programming, classification, and decentralized housing units from massive cellblocks to a central campus layout. Today, these concepts are standard practice in the BOP. In Atlanta, a series of rectangular buildings are arranged symmetrically behind a massive and wide front block, conforming to Beaux-Arts site planning hierarchies. When the penitentiary opened it was considered one of the most efficient and best equipped prisons of its time.
The complex is dominated by its public facade, a grandiloquent classical block overlooking McDonough Boulevard Southeast. The prison is surrounded by a massive steel and concrete wall that was built using prison labor between and ; running a mile around the complex, its height ranges from twenty-eight to thirty-seven feet and its width two to three feet.
With granite from Stone Mountain, prisoners also built the Administration Building in Beyond the inner prison two large farms provided dairy and pig products to feed the prison population, with the farm labor provided by the prisoners.
In , Robert and Company engineered a power plant to generate steam and electricity for the prison. The Atlanta prison was designed by St. Louis architects Eames and Young, who also built the penitentiary at Leavenworth in a similar style.
The center mass of the front building projects forward and is marked by a classical centerpiece. With the creation of the Bureau of Prisons, the agency assumed the responsibilities of oversight, management and administration of the 11 Federal prisons in operation at the time. As time passed and laws changed, the Bureau's responsibilities grew along with the prison population.
By the end of , the agency operated 14 facilities for just over 13, inmates. In the Bureau opened USP Lewisburg, the first penitentiary built by the newly established agency. By , the Bureau had grown to 24 facilities with 24, inmates. USP Atlanta stands on the principle that education is the foundation for inmates to fully rehabilitate and thrive in society after release. The course is an interactive hours of general education studies.
This must be obtained before moving onto higher education opportunities during their stay. Leisure and Recreation activities are also conducted by the education department. Musical instruments are available to the inmates in the recreational area and only in the recreational area.
Psychological services are also provided to the inmates as well as a couple of different drug education programs. The initial intake screen provides an in depth psychoanalysis to provide an accurate roadmap for success. Drug Education is available to all sentenced inmates and covers the topic of personal drug use and the correlation between drug use and crime. Inmates that participate in this program and successfully finish the classes required receive a certificate of completion.
Residential Drug Abuse Program is also offered to select inmates that have applied and meet the criteria set forth in the facility handbook.
